Registration

 EMANUEL COUNTY PRE-K REGISTRATION REQUIREMENTS 

  • Proof of age eligibility – birth certificate, hospital record, passport, official medical documents, or official documents from other countries
  • Form 3231 – Certificate of Immunization with either the “date of expiration” or “school attendance” block checked by the medical provider or a signed religious belief affidavit against such immunizations
  • Social Security Card
  • Bright From The Start application forms and Emanuel County Pre-K registration forms
  • Proof of Georgia residency(2 pieces) – Lease, letter from homeless shelter, letter from employer if employer provides housing,  land or homeowner tax papers, income tax papers, and one of either a water, light, or gas bill.  We can also use a landline phone bill.  The utility bill must list the residence as the service address.  If a parent of a Pre-K child lives in the home of someone else, a utility bill must be provided along with a notarized statement confirming the Pre-K child lives in that home. A cell phone bill or a driver’s license are not acceptable proof of residency.
  • Form 3300 – Certificate of Eye, Ear, and Dental Examinations (EED’s) must be on file within 90 calendar days of the child’s enrollment in the Pre-K program

AGE REQUIREMENTS

Children must be four years of age on or before September 1, 2025, based on acceptable documentation, such as birth certificates, passports, official medical documents, legal documents, or official documents from other countries.  Only children whose birthdates are from September 2, 2020, through September 1, 2021, are eligible for participation in the 2025 – 2026 school year.  Proof of age eligibility must be on file the day the child begins the Pre-K program. 

Children who are five years of age on September 1, 2025, and have not attended Georgia’s Pre-K Program as four year olds, may enroll in the Pre-K program.  Parents and teachers are encouraged to consider the child’s date of birth, physical maturity, emotional maturity, and prior experiences when making the decision to enroll the child in the Pre-K program at age four or age five.  Parents should check with the Pre-K program for specific enrollment policies concerning five year olds.  Programs choosing not to accept children who are five years of age on September 1, 2025, should have a written policy supporting their decision.

Children who are six years of age on September 1, 2025, and are age-eligible for first grade are not eligible for enrollment in Georgia’s Pre-K Program.                         

If a child enrolls as a four year old, and it is determined within the child’s first 30 days of enrollment that the child is not benefiting, the family may withdraw the child, and the child will be eligible to enroll in Pre-K the following year.  Parents of a five-year-old child will be asked to sign a Parent Acknowledgement Form indicating that the child did not previously attend Georgia’s Pre-K Program for longer than 30 days.

ENROLLMENT

The enrollment for the Emanuel County Pre-K program is based on a first-come, first- served policy. Children are not denied participation on the basis of race, color, or national origin (Title VI of the Civil Rights Act of 1964); sex (Title IX of the Educational Amendments of 1972 and Title II of the Vocational Education Amendments of 1976); or Disability (Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990).

​​​​​​​LOCAL SCHOOL ATTENDANCE ZONES

Emanuel County Pre-K classroom slots are available to Emanuel County residents who reside within the designated school attendance zones of Swainsboro and Twin City.  Children who reside within the local school system, but not within the attendance zone of the school providing the Pre-K program, are placed on a waiting list until all children who reside within the attendance zone of the school are enrolled.  All children who reside in another school system’s attendance zone (out of county resident) are placed on a waiting list until all children residing within the school system are enrolled and may be required to pay out-of-district tuition.
